North THE PHILADELPHIA INQUIRER Friday, November 13, 1998 In the Region Robert A. Flowers Sr. Former cook, 49 Robert A. Flowers 49, a former cook and restaurant manager, died Sunday at his Norristown home after an illness. Mr.

Flowers, who learned to cook in the Army and later took additional culinary courses, had been a cook and manager for a Howard Johnson's restaurant near the Pennsylvania Turnpike for five years, and for another five years was a cook at the former Sacred Heart Hospital in Norristown. Previously, he had been a machinist for Archibald Allan, a directmarketing firm, until he became disabled. He then worked in shipping and receiving for a home health service in King of Prussia. Mr. Flowers, who was born and educated in Conshohocken, served two tours of duty in Vietnam with the Army and received the Purple Heart.

He enjoyed doing fix-up projects, traveling, and watching football. He is survived by his wife of many years, Judy C. Baldeo Flowers; children, Robert A. Christopher Tywana A. Flowers Tall and Antoinette Marie; five brothers; three sisters; and three grandchildren.

Friends may call after 5 p.m. today at First Baptist Church, Fourth Avenue and Harry Street in Conshohocken, where a service will be held at 6 p.m. Burial will be at 11:30 a.m. Monday in George Washington Memorial Park, Butler Pike and Stenton Avenue, Plymouth Meeting. Ervin C.

Deck Sr. Retired bus mechanic, 96 Ervin C. Deck 96, of Levittown, a retired bus mechanic, died Tuesday at Lower Bucks Hospital in Bristol Township. He retired in 1967 after 40 years with the predecessor of SEPTA. Mr.

Deck was born and educated in Philadelphia. After Army service during World War he returned to Philadelphia, where he resided until moving to Levittown in 1992. Hunting and fishing were special interests. He was the widower of Elizabeth Levan Deck. He is survived by children, Ervin C.

Jr. and Jeanette Carr; seven grandchildren; 15 great-grandchildren; and two great-great-grandchildren. Friends may call after 10. a.m. today at James J.

Dougherty Funeral Home, 2200 Trenton Rd. in Levittown, where a service will be held at 11 a.m. Burial will be in Lawnview Cemetery, 3111 W. Lehigh Rockledge. The family suggests contributions to Cystic Fibrosis Foundation, Delaware Valley Chapter, 1601 Market Suite 2310, Philadelphia 19103.

William W. F. Brinley Coal company executive, 85 William West Frazier Brinley, 85, former coal company executive and community volunteer, died of Parkinson's disease Monday at the Beaumont, a retirement community in Bryn Mawr. He formerly lived in Chestnut Hill. Mr.

Brinley spent more than 40 years with General Coal which evolved over the years to Westmoreland Coal formerly of the city and now of Colorado Springs, Colo. He retired in 1976 as vice president and chief financial officer of General Coal. He had served as board chairman of St. Christopher's Hospital for Children and was a volunteer at Chestnut Hill Hospital. He was chairman of the advance gifts campaign for the United Way of Southeastern Pennsylvania.

He graduated from the Groton School in Connecticut in 1931 and from Yale University in 1935 with a bachelor of arts degree. He served four years in the Navy during World War II. Surviving are two sons, Charles E. and William two daughters, Dorothy Roberts Manou and Helen Abraham; five grandchildren; and three great-grandchildren. His wife of 53 years, Dorothy Frothingham Bullitt Brinley, died in 1993.

Services will be held at 2 p.m. today at St. Martin in the Fields Episcopal Church, 8000 St. Martins Lane, Chestnut Hill. Burial will be private.

Howard Bonwill Ratcliffe Retired dentist, 93 Howard Bonwill Ratcliffe, 93, a retired Philadelphia dentist, died Wednesday at the Mount Laurel Convalescent Center, Mount Laurel. David was born in Doylestown, PA, grew up in Atlantic City, NJ, was educated at Girard College in Phila. and spent over 40 vrs. in the printing industry. David retired as Vice President of a leading Phila. printing firm in 1985 after he and his wife of 48 Virginia, made a home and raised a family in Marlton, NJ for nearly 30 vrs.

David and Virginia retired to Kill Devil Hills, NC with lifelong friends but lost his wife to cancer in 1990. He is survived by sons Scott of Mountain City, TN, Edward of West Redding, CT and daughter Lorraine of West Hampton, NJ. He also leaves grandchildren Deborah, Judith, Amy, Timothy, Tanva, Kim and Elliot and great grandchildren Zoie and Zachary. David would have celebrated his 75th birthday on November 20th. There will be a private memorial service in Kill Devil Hills, NC on Sunday, November 15th.
