THE PHILADELPHIA INQUIRER Wednesday, February 24, 1993 F8. Obituaries Deaths Elsewhere Robert Rafsky, 47; was AIDS activist died Thursday in Vero Beach, Fla. He had lived in Buckingham Township for the last 18 years. Mr. Stockwell was executive officer of two bridge and highway construction firms: Tel-Stock, which he co-founded in 1972, and Crossing Construction which he co-founded in 1981 in Washington Crossing.

The projects Mr. Stockwell's firms worked on included sections of the Schuylkill Expressway, the Center City Commuter Tunnel, the SEPTA Railworks project, the Frankford Elevated reconstruction project and the Airport High-Speed Line. Mr. Stockwell graduated cum laude in civil engineering from the University of Vermont. Survivors: his wife, Constance 01-brych Stockwell; daughters, Diane Nevine, Mary Ellen Keller and Jeanne Garefino; a sister, and five grandchildren.

Services: held yesterday. Abraham Perera, 65, a civil engineer, died Friday at Overlook Hospital in Summit, NJ. He lived in Maplewood. Robert Rafsky, 47. a Philadelphia native and AIDS activist who received wide publicity when he confronted presidential candidate Bill Clinton at a New York City fund-raising event last year, died Saturday.

Mr. Rafsky, a former reporter for the Philadelphia Bulletin who later became prominent in public relations, died at New York University Medical Center of AIDS-related complications, said Jay Blotcher, a spokesman for the AIDS activist group Act Up. Mr. Rafsky interrupted a midtown Manhattan appearance by Clinton in March to demand specifics on the candidate's AIDS policies. The exchange between Clinton and Mr.

Rafsky was seen on television around the world. Mr. Rafsky was the son of William L. Rafsky, a longtime city official who recently retired as head of the Philadelphia Parking Authority. He was raised in Mount Airy and graduated from Central High School.

After graduating from Harvard College, where he served as managing editor of the Harvard Crimson, he took a job teaching in the Philadelphia public schools. Mr. Rafsky served as public infor mation officer for the Pennsylvania Department of Community Affairs, the U.S. Department of Housing and Urban Development in New York City and the U.S.

Conference of Mayors in Washington. He later worked for the well- known New York public relations firm of Howard Rubenstein Asso ciates and for Pro-Media. He joined Act Up, the AIDS Coalition to Unleash Power, in 1987 and drew on his public relations background to serve as the group's media coordinator. Mr. Rafsky was one of three members of Act UpNew York who were profiled on the CBS television show 60 Minutes last November.

He told correspondent Ed Bradley, "I do not want to go gentle into that good night. I want to fight until the last possible moment. It gives me a reason for living." Mr. Rafsky was divorced from his wife, Babette. He is survived by his daughter, Sara, of Brooklyn, N.Y.; his parents, William and Selma, of Philadelphia, and a brother, Lawrence.

Funeral services will be private. 9. Mr. Ducat started the foundation to raise funds for research after they discovered that very little was known about juvenile diabetes, said spokeswoman Rosalie Maggio. Mr.

Ducat was a member of the board of directors of Glendale National Bank and National Media Corp. He also was the project director and primary supporter for the development and construction of Har Zion Temple at its present site in Penn Valley. In addition to his son, he is survived by hiswife, Elizabeth Ennis Ducat; another son, Allan; a daughter, Marjo rie Lees; his mother, Betty; a brother, and two sisters. Eleanor Barlow, 79, a former Philadelphia schoolteacher, died Friday at Harrison House Nursing Home in Georgetown, Del. She was a resident of Frederica, and a former resident of Philadelphia.

She was a substitute teacher for the Philadelphia public schools during the late 1930s. She stopped teaching when she married in 1939. She lived in the Mayfair section of Northeast Philadelphia for 30 years. In 1973, she and her husband moved to Frederica, Del. She was a member of the Sexton Methodist Church Ladies Aide, a board member of the Maritime Museum in Bowers Beach, and a member of the Holmesburg chapter of the Order of the Eastern Star.

Survivors: her husband, Richard H. sons, James Richard H. Jr. and Henry and eight grandchildren. Services: held yesterday.

Joseph Stockwell, ci, a highway contractor whose firms were responsible for numerous area projects, Deaths Here Richard Mumma Fletcher, 77, professor emeritus of psychology at Ur-sinus College, died Saturday at Chestnut Hill Hospital. Mr. Fletcher received a bachelor's degree in English at Franklin and Marshall College, then a master's in business from Harvard University. After serving in World War II and briefly working in industry, he continued his studies at Pennsylvania State University, where he earned a doctorate in industrial psychology. He taught at ursinus College for 30 years, from 1956 to 1986.

He chaired the psychology department from 1961 to 1974. He never ceased in his own intellec tual development. He participated in National Science Foundation summer seminars and served on faculty com mittees. An advocate for the mentally retarded, he was a board member of the Montgomery County Association for Retarded Citizens. Survivors: sons, John S.

and Doug las and a brother, James. Services: memorial, 2 p.m. Sunday in Bomberger Hall, Ursinus College, Collegeville. Alfred Mogul, 88, a retired dress-shop owner, died Monday at his home in the Fairmount section. Mr.

Mogul had owned Moguls Ritzy Shops at 14 locations. He directed the design of major expressway projects such as the Route 202 Expressway in Pennsylvania, and in New Jersey, sections of the Garden State Parkway and Interstate 295 and the widening of the New Jersey Turnpike. Born in Yugoslavia, Mr. Perera came to America in 1950 to attend the Massachusetts Institute of Technology on a full scholarship. He graduated in 1954. At Drexel University's evening school, he earned a master's of science in civil engineering in 1961.

Mr. Perera served in the Army during the Korean War. He was also a violinist and played in the Metro West Orchestra in West Orange, N.J. Survivors: his wife, Evelyn; son, Michael; daughters, Adele and Melissa; mother, Cecilia, and two grandchildren. Services: held Monday.

JfiPwdtm M2)U Edwin M. Ducat, 61, a nursing- home and hospital developer, died Sunday at his Boca Raton, home.

Mr. Ducat, who formerly lived in Penn Valley, was a graduate of the University of Pennsylvania and its Wharton School. Mr. Ducat was pioneer in the field of nursing-home and hospital devel opment, organizing hospitals throughout the United States as a senior vice president of American Medicorp. It was the first public com pany to develop and operate acute- care hospitals and was acquired by Humana in the 1970s.

In the Philadelphia area, Mr. Ducat was involved in building Mercy Haverford Hospital; Rancocas Hospital; Wills Eye Hospital; Philadelphia Psychiatric Center; Magee Rehabilitation Center, and West Park Hospital. He was one of a kind, a terrific human being," said Martha Waters, a former business associate. "He was always there to help his friends. A number of people are successful in business because he was willing to help them get started." for many years, Mr.

Ducat owned the Duffield House and Beekman Place Apartments near City Avenue. Nan Sect' otters graves al Real Rs.es. 233-oios, 6M699 Indiana Miles Morton Fairfax, 72, who opened her home and heart to nearly everyone she met, died Saturday in Harrisburg, where she had lived for two years. Mrs. Fairfax formerly lived in Coates-ville, where she moved from her native Halifax County, N.C., at age 6. At age 16, she married James E.

Morton, and they had 11 children. In the 1960s, after her children were grown, she returned to school, attending Drexel University, Immaculata College and Cabrini College, where she studied early childhood education. She also attended Cheyney University. She operated a boarding home in Coatesville called "Fairfax Villa," where she cared for veterans. Her home also became a refuge for the homeless.

She fed and clothed them and gave them shelter, said her daughter Laura E. Morton. She loved children. She also devoted herself to numerous organizations that helped the neediest residents. She was a member of Habitat for Humanity's family selection committee, was affiliated with the Health System Agency in Philadelphia and Chester Counties and the Emergency Food Cupboard for Chester County, and made blankets for the nursery at Atkinson Hospital in Coatesville.

She was a member of First Baptist Church of Passtown for more than 40 years. She started the first Vacation Bible School at Main Street and Highland Avenue in Coatesville. "She was known for her loving mannerisms and desire to help others," said Thelma Smith, a church friend. Mrs. Fairfax wrote the curriculum for the first Head Start program for Chester County, which was in West Chester.

She was an outreach worker there for more than 15 years. Also surviving her are sons, James E. Jesse William Arthur C. and David C. Morton; daughters, Marie L.

and Grace J. Morton, Barbara A. Jones, Alfreda Jones, and Ida D. Alexander; two sisters; a brother; 48 grandchildren, and 23 great-grandchildren. Funeral services will be held at 10 a.m.
