Charles Frank, 77, a legendary vendor By Ralph Cipriano inquirer Stilt Writer Charles "The Doggie Man" Frank, 77, a legendary vendor who sold hot dogs at the Palestra, Connie Mack Stadium and the Vet for 32 years, died Wednesday at Suburban General Hospital in Norristown. Mr. Frank had a way of standing out in a crowd. He was a tall man who looked like Charlie the Tuna and yelled "Doggie-Oh!" as he walked through the stands.

His mouth was always open, and his eyes never stopped scanning the aisles for customers. He was seldom distracted by a ball game. "I'm out here to sell hot dogs," he told a reporter in 197S. "The next morning, I'll read it in the paper like everyone else." He once sold 1,200 hot dogs at an Eagles game. He usually sold 600 doggies at a Phillies game.

He had a distinctive pigeon-toed ramble, a high alto voice and a storehouse of cornball lines that usually got a laugh from customers. "That'll be 40 cents for the dog and 20 cents carrying charge," he would say. "Carrying charge?" a customer would balk. "Well I carried it here, didn't he would reply. Then he would head for another section of the stadium, belting out "How Much is That Doggie in the Kettle?" "He was loud, fun to watch, and he had such enthusiasm," said Bill Gor-enstein, who married Mr.

Frank's granddaughter, the former Shelly-Beth Wiener. Mr. Frank, who lived in Northeast Philadelphia, may have been the most renowned hot dog salesman of his time. He was the star of several TV commercials, peddling hot dogs, of course. In 1970, the president of the University of Pennsylvania awarded Mr.

Frank an honorary Ph.D. purveyor of hot dogs for his outstanding work at the Palestra. The film was narrated by John Facenda. It ended with Mr. Frank coming home after a hard day on his feet. The camera panned Mr. Frank's trademark open-mouth stare as his wife, the former Bertha Shatz, served him hot dogs for supper.

In 1975, the Phillies honored Mr. Frank with a "Doggie Man Night." He was given two giant hot dogs by the Phillies' Jay Johnstone, and all the fans at the game were treated to a free hot dog. "He's such a part of the sports scene here," Bill Giles, then executive vice president of the Phillies, marveled at the time. Mr. Frank was raised at Sixth and Shunk Streets in South Philadelphia.

He worked for 25 years as a shipper in a curtain factory, Hamilton Curtain at Third and Westmoreland Streets. He began his vending career by selling sodas at old Shibe Park for $3 a game. In 1979, Mr. Frank was forced to retire after he was laid up with a leg infection. "I never knew what it was like to not be at the ballpark," he told a reporter at the time.

"Now I do. And I don't like it." In the interview, Mr. Frank reminisced about the highlights of his career, which included encountering President John F. Kennedy in the stands at a city stadium and getting mugged at the Palestra. "To write a book about my life would take many volumes," he said.

"They could call it Requiem for a Doggie Vendor." Besides his wife, he is survived by sons Frederic and Gerald; six grandchildren, and two great-grandchildren. Mary Drummond said her father-in-law never played soccer as a boy, but became active when his sons, William and the late Richard, took up the sport as youngsters. Later, William played center foward, and Richard was the goalie on the Ramblers. "At first, we never won," Hirsch said. "We went for three years before we won any games, but we all stuck together and then we won championships. A lot of us were young," he said, "and when we got better, the team got better." The coach, of course, was Mr.

Drummond. "He had this loud voice, and when he yelled, you heard him," Hirsch recalled. "He got wrapped up in the game, yelling out where you should be. It was embarrassing; he was so loud, it was like he was right next to you." Hirsch, who played for the Ramblers for seven years, heard that voice often. "He was always yelling at me because I was on the wrong side of the field or at the wrong end of the field." Besides his son, Mr.

Drummond? owned Phila. Ramblers By Andy Wallace Inquirer Stall Writer William J. Drummond, 82, a welder and Republican committeeman who for years owned the Philadelphia Ramblers soccer team, died Wednesday at Northeastern Hospital of Philadelphia. He was a resident of Kensington. Owning the Ramblers was not like owning the Flyers.

It entitled Mr. Drummond and his wife, Isabel Le-kie Drummond, who is deceased, to buy the uniforms and soccer balls, hire the referees, chauffeur the Ramblers to games and do whatever else was necessary to field the team and keep it playing. "He was devoted to his family and devoted to the sport of soccer," said Frank Hirsch, who began playing for the team when he was in high school. "He treated the players like they were family members. That stuck with all of us over the years." Every Sunday after a Rambler game in the Philadelphia Soccer League and later in the United Soccer League, the Drummonds would cook a hot meal and roll out a half-keg of beer for the soccer team back at the 33d Ward Republican Club at Lehigh Avenue and Lawrence Street.

"He used to buy presents for us at Christmas," Hirsch recalled. Mr. Drummond was about 5-foot-10, stocky and bald. He kept himself in good physical shape by bowling regularly in the Budd Co. leagues.

He was also a regular in dart tournaments at taprooms throughout the area. "He taught us all how to shoot," said his daughter-in-law Mary Drummond. Mr. Drummond was a welder at Budd Co. for 40 years and a Republican committeeman in the 33d Ward for more than 35 years.

He was a Navy veteran of World War II. When he was young, he and his.
