Foy David Kohler, 82, a career diplomat and the U.S. ambassador to Moscow during the height of the Cold War, has died.

Mr. Kohler, who was present for the 1959 "kitchen debate" between Soviet leader Nikita S. Khrushchev and then-Vice President Richard M. Nixon, died Sunday at Jupiter Hospital. His home was in Juno Beach.

"His loss is a great loss," said former Secretary of State Dean Rusk. "Foy Kohler was one of our greatest professional diplomats. He was a lifelong member of the foreign service. He served with great distinction." Mr. Kohler was ambassador to the Soviet Union from August 1962 to November 1966.

He was considered a member of the realist school of international politics, which emphasized the importance of military, economic and political power in world affairs. Mr. Kohler took his first post as vice consul in Windsor, Ontario, in 1931. Later assignments took him to Romania, Yugoslavia, Greece, Egypt, Britain and Turkey. He also toured Vietnam, Pakistan and Bolivia on fact-finding missions for U.S.

aid programs, and he served as director of the Voice of America. From 1941 to 1945 he was assistant chief of the State Department's Divi- South Jersey deaths DORIS VIOLET MICKLE BARBER, 77, of Swedesboro, died Friday at UnderwoodMemorial Hospital, Woodbury. Mrs. Barber, born in Gas City, moved to West Deptford as a child and, after marrying, moved to Swedesboro. She was a homemaker and would have celebrated her 59th wedding anniversary on Christmas Eve.

Survivors: her husband, Leon F. "Mike" sons, Leon Richard both of Swedesboro; three daughters, Mary Mathias of Penns Grove and Elaine Matteo and Barbara B. Roberts, both of Swedesboro; 13 grandchildren; 11 great-grandchildren, and sisters, Viva Hodson of De Land, and Inez Christiansen of Ruskin, Fla. She was a stockbroker for 20 years and retired in 1971 from Merrill Lynch in Philadelphia. For the last five years she had worked for Block in Mantua as a tax preparer.

MEHRER LAWTON, 44, of Pineville, formerly of Mount Holly, died Thursday at Baxter Regional Medical Center, Arkansas. Ms. Lawton formerly operated a children's nursery in Burlington. She was born in Mount Holly and lived there until moving to Arkansas five years ago. Survivors: two sons, Dennis of Calico Rock, and John of Mount Holly: her parents, Pete and Dolly Pino of Calico Rock, and a brother, William Mehrer 2d of Stone County, Ark.

LOUIS MACELLARRI, 81, of Pemberton, died Sunday at Memorial Hospital of Burlington County, Mount Holly. Mr. Macellarri, a Pemberton resident since 1922, was a retired maintenance worker for U.S. Pipe in Burlington City. He was a member of Pemberton Moose Lodge 1135.

Survivors: two sons, Louis J. and Dominic both of Pemberton; a daughter, Connie M. Bartholomew of Fayetteville, N.C.; six grandchildren; a brother, Anthony of Pemberton, President John F. Kennedy tapped the Russian-speaking diplomat then assistant secretary of state for European affairs to become ambassador to the Soviet Union in 1962. Shortly after he arrived in Moscow in his new post, the Cuban missile crisis erupted and brought the United States and the Soviet Union to the brink of war.

Nonetheless, Mr. Kohler respected Khrushchev. "You couldn't help but like him just as an individual," he once said. "He was a shrewd peasant and he loved to trade repartee. He had a quick wit.

It's true that Khrushchev especially with his de-Stalinization speech shook up the society and greatly eased the terror that had prevailed under Stalin. On the other hand, Khrushchev was a true believer in Bolshevism." After leaving Moscow, Mr. Kohler was undersecretary of state for political affairs for a year. He retired i in 1967 and then spent almost 11 years as a professor at the University of Miami's graduate center for Advanced International Studies. The hospital said yesterday that Mr.

Kohler died after a long illness, but did not release details. He is survived by his wife, Phyllis. Funeral arrangements were pending. Survivors: two sons, Eugene A. of Dixon, and James F.

WILLIAM P. ST. CLAIR, 58, of Cinnaminson, died Sunday at home. Mr. St.
