Hoffman often a brilliant characterization of Bernstein a shambling, chain-smoking, almost overwrought foil to the sharp WASPishness of Woodward. Both men seem determined not to act like stars, and they succeed. There are many telling portraits in the supporting roles chiefly Jason Robards, who has the suave and tough-minded Post executive editor, Ben Bradlee, down to the last sneer and Hal Holbrook's portrait of the unidentified source Deep Throat. Goldman does not allow any moral outrage in the script: Woodward and Bernstein are consumed by ambition.

They are enraged at being bested occasionally in the pursuit by the New York Times. They have no time to rail against Nixon and his minions. It makes the impact of this brilliant movie even more effective as we listen to one faceless liar after another on the receiving end of the "Woodstein" phone calls. "All the President's Men" is a magnificent achievement for the American cinema, and I have only one minor quibble. Woodward and Bernstein can read each other's notes, and I have never met a reporter who could understand the runic scrawls of his colleagues.

Perhaps that was their secret. By Desmond Ryan nouirer Critic In the real world, the life of an investigative reporter is measured in the numbing tedium of legwork, endless phone calls and recalcitrant and lying officialdom. And so, when Robert Redford announced that he would produce and star in "All the President's Men," the saga of the two Washington Post reporters who broke the Watergate story, one had reason to suspect that the film would either be true to life and dull or a romanticized hype of the reporter as knight errant. The movie itself is an astounding rebuttal of these suspicions. It is not only a stunningly accurate account of the way big-city newspapers operate, down to the last paper clip and derisive curse, but it is also a superlative movie by any standard.

The acting from Redford and Dus-tin Hoffman as Bob Woodward and Carl Bernstein is immaculate and understated, and it is matched right down to the last bit part. It is equalled by Alan Pakula's high-tension direction and William Goldman's tautly accurate screenplay. "All the President's Men" opens with the amplified clatter of the Post telex punching out a June 1972 dateline, and it soon becomes clear how Pakula and Goldman have contrived a riveting detective story from the dull routines of investigative work. The quarry in this pursuit lurks in the inner sanctum of the White House, and we all know how it turned out. It is the enormity of what Redford and Hoffman doggedly uncover that charges the mundane the phone calls, source checks, house calls in the middle of the night with high drama.

The subject matter allows "All the President's Men" to be both accurate and electric. Thus the necessary compression of the story which embraces the time the two obscure and lightly regarded reporters were assigned to what seemed to be a routine burglary up to the Haldeman connection does not jar. There is jealousy between them at first, and jealousy of them in the newsroom brilliantly caught at an editorial conference and in the brash way the ambitious Hoffman muscles his way into the action. Pakula adopts a quasi-documentary, fast paced delivery but occasionally pauses to frame the two reporters as tiny figures dwarfed by the capital's vast public buildings. The film is infused with the menace and mendacity of the Nixon regime, and it is reinforced by the dark hues of Gordon Willis' haunting cinema A triple setback at Tower By John David Kalodner Bveoial to Th Inquirer Friday evening at the Tower Theater, Nils Lofgren, the Steve Gibbons Band, and Elliot Murphy combined to make one of the poorest pop shows so far this year.

Combining the lack of talent of Murphy, the tastelessness of Gibbons and the indulgence of Lofgren, the scene was more of an endurance contest between performers and audience than that of a musical event. The headliner, Nils Lofgren, does have a good deal of innate instrumental and vocal talent, at least on record. His work with the group Grin, as well as several solo albums, including the recent critically acclaimed "Cry Tough," would be considered quality if not quite outstanding. On stage, however, his precise guitar work and razor-edged vocal style were pounded into the audience with a 120-plus decibel din. His backing band muddled its way through the set as if unpracticed, producing an ocean of unflattering noise.

Even strong Lofgren compositions such as "Cry Tough" and "White Lies" were withered by the merciless presentation. With no concrete direction and a complete lack of awareness of proper performance values, Lofgren's musical talents were minimized. It was quite clear why after six years of trying, he is still a relatively unknown commodity. The Steve Gibbons Band carried the scene one step further as it turned in a tasteless as well as musically terrible set. Basically a second rate British pub band, glorified by the interest of members of the Who, it showed its true colors on Friday with a performance that could only be appreciated by the drunk or feel uninterested.

It has no songs to speak of and no noticeable musical merit, so the Gibbons band was poorly received by the numbed Tower audience. Even the support of heavyweights such as the Who will not help this band's chances of long-term survival. Last and certainly least was downtrodden troubador Elliot Murphy Once the object of one of the biggest and most bogus hypes in the annals of music, this artist has proven to be a complete hoax. C. Fields and Me': A sad and ill-conceived slice of life tred for the establishment on these innocents, the onlooking Miss Monti is moved to announce: "I love you." This is about as close as we get to wy either of them care for the other. C. In one "humorous" scene, he uses his razor wit and insult (you imbeciles) to demean two working stiffs from the IRS trying to do their job. It tells us less than we want to know about his marvelous comic acting and writing, and more than we want to know about his disease and wanting humanity. It keeps mining the cold caves of his psyche for his inexplicable meanness, stingi life, except by way of historical distortions like the rags-to-riches fiction attending his arrival in Hollywood. Basically, it joins him after he is already an established artist and an alcoholic, and provides virtually no clues as to how he became either.

The stars, in fact, are excellent. Rod Steiger, not content with a mere imitation of the legendary comic, affords us an artful interpretation. Valerie Perrine is ironically plausible as Fields' mistress, Carlotta Monti, a would-be actress.

Trouble is, in addition to being well acted and frequently funny "W.C. Fields and Me" is ill-conceived, historically inaccurate and ultimately unsatisfying. This movie is based on the book of the same name, the memoirs of Miss Monti, who was Fields' mistress for the 14 years before the booze finally got him on Christmas Day, 1946, at the age of 67. Obviously, her view of the man is limited by her subjectivity and relatively short time with him. The film does little to augment this truncated presentation of the man's principal color, perhaps pink or purple with flowered blouses, or in iridescent, bespangled gowns lovelier than the other.

The dancers outshone the chorus here. The male chorus of about 16 sang several military and romantic songs, and one wished for greater depth and resonance, having remembered previous Don Cossack visitors. The female singers were easy enough to look at but their voices sounded flat and amateurish. prees a pretty girl. Romance blooms the world over.

No Russian dance troupe is without its spectacle, and this one has its share of airborne dancers, of acrobats careening around the stage in all sorts of tumbling feats, and of whip-cracking horse-herdsmen. One expects lavish costumes on visiting ethnic troupes, but the Cossacks may have set a record for number of changes on one program. The women appeared in floor-length gowns of one sacks did this while at the' same time picturing some of their folk customs. For instance, eight women did household chores while their husbands idled until the wives taught the lazybones a lesson. In another dance, two youngsters imitate and even try to duel their sword-wielding elders.
