Leaders of the rail and utility world look upon the decision as removing any possibility of confiscatory practices by the Government. In the case of the good rails, the effect of sucli bcliet is enhanced by expectation that larger earnings will be shown now that there is no chance of recapture except on the basis of reproduction cost. Union Pacific, Central, Atchison and others in this class are called the "gold plated roads" due to the great amount of earnings plowed back into property during the past years when there was a chance of having part of the income taken up by the Govern- ment on the basis of the commerce commission's valuation based. on cost instead of replacement value.

"No announcement" word sent out from the Federal Reserve directors meeting was in ken to mean that the local bunk officials had voted to increase the rate to 6 per cent, and had submitted report of their action to the reserve board at Washington. Last week the Reserve Board did not let it be known that it had disapproved increase until Friday afternoon. The Hesene stalemenls showed no reason why the rate should be advanced. While loans were off only the ratio of the local bank was up to 84.4 per cent against 72.5 a year ago.
