Brokers received many orders for different stocks, and in all cases they were at or above the closing prices of July 30. Actual transactions were reported yesterday by brokers at prices the tame as the closing fitrures eighteen days ago. Reading sold at 70 Electric Storage at and Philadelphia Electric at 2iy2. Note phia account in the former market. MONEY MARKET REMAINS TIGHT Money conditions remain tight in this city, and it is difficult to obtain new loans. Brokers are being granted renewals of collateral loans for six months at 6 per cent. Commercial paper is more affected by the high interest rates than other classes of obligations, as many banks are entirely out of the market and will discount paper only for their regular customers. Note brokers have been offering high grade names at to 7 per and considerable paper has been placed above the latter rate with country institutions.

Note PRACTICALLY nothing of consequence developed in the financial situation either at home or abroad today, but what news there was seemed to indicate further quiet improvement in conditions. Perhaps the most noteworthy matter was a marked increase in the volume of dealings in the foreign exchange market, and the reappearance there of facilities for remittances to Germany. London reported easier conditions than at any time since war became certain, and there were evidences that financial sentiment at both Paris and London is improving under the influence of war news.

Perhaps financiers at those centres know more than is contained in the censored newspaper reports which are fed to the public. Wall Street was rather unfavorably impressed by announcement of the shutting down of several more or less important industrial plants, but it was realized that developments of that sort are but natural, and that they are quite in line with the financial disturbance which has preceded them. On the other hand several savings banks put out reassuring bulletins to the effect that depositors are beginning to cancel notices of withdrawals. In the way of war news that regarding Japan received most consideration, but very little attention was paid to the efforts to create fears that this will bring our own country into the great international conflict. On the contrary, the concensus of opinion anion? bankers seems to be that with Japan in action the end of the war will be brought nearer.

ACTION OF ADMINISTRATION HEARTILY APPROVED The government's refusal to approve the offering of a French war loan in this country occasioned very little surprise and although some signs of peevishness wre evident in one or two banking quarters it was generally held that the Washington administration had decided wisely and the ready acquiesences of the bankers most concerned in the matter was heartily approved. The needs of American borrowers are and will be too great to permit the use of American money to finance any part of Europe's war and some other method of establishing European credit in this country will have to be devised. Beyond doubt plans for facilitating exports of foodstuff and merchandise Eoon will be perfected, and it is reasonable to suppose that it be long before these, supported by both the British and American Governments, will be in operation. It may be that for a time this export movement will be made along a lane from Halifax to Liverpool, patrolled by British men-of-war, and it goes without saying that if something of that sort is arranged it will not be difficult to provide financial machinery whereby Europe may make payments.
